FOS Governance Risk and Compliance Manager (Hybrid) – European Economic Area (EEA)

 

 

Zurich Insurance Plc is looking for a FOS Governance Risk and Compliance Manager reporting to Head of EEA Oversight to oversee the overall cross functional delivery of the EEA governance strategies, oversight plans and processes in order to provide assurance that the EEA business operates efficiently, effectively and in accordance with agreed rules and frameworks.

 

This role may be available part-time or full time. This is because we want the best people for our roles, and we recognise that sometimes those people aren’t available full-time.  Please talk to us at interview about the flexibility you may need.

 

Your Role

 

As a FOS Governance Risk and Compliance Manager your main responsibilities will include, but not necessarily be limited to, the following:

 

o    Ownership of the formation of the strategy for EEA business ensuring alignment to ZIP Ireland functional strategies where appropriate.
o    To support the implementation of the Zurich Risk Policy and Enterprise Risk Management framework for EEA business. 
o    Promotion of a culture of sound risk awareness to increase risk identification and mitigation and implement/develop processes/review risk management policies to ensure alignment with strategic business objectives and risk appetite.
o    Act as an effective liaison between ZIP Ireland Head of EEA Oversight, ZIP UK Head of EEA Implementation and Engagement and respective ZIP Ireland and UK Governance teams. 
o    Act as an effective liaison between ZIP Ireland and ZIP UK Legal, Risk and Compliance teams.
o    Ensures that controls and procedures for EEA business across all functions are in existence, of an appropriate quality, with supporting development and maintenance strategies. 
o    Assessing that appropriate evidence exists in relation to adherence to the required functional controls and procedures for EEA business. Review and analyse Operational Events across all functions with engagement with key stakeholders including GI Management team, Risk and Control Committee (RCC), ZIP Head Office, ZIP UK and ZIP Ireland FOS teams. 
o    Contributes to, and leads (where appropriate) the ongoing development, implementation and maintenance of governance tools and assurance processes. 
o    Provides consultative support on local governance processes and practices. 
o    Contributes to the development of business effectiveness through monitoring of activity and making recommendation for change/remedial action.
o    Ensures oversight of business compliance with all external legal, regulatory and compliance requirements.
o    Ensures business compliance with all internal governance requirements (including Zurich Risk Policy).
o    Participates in Integrated functional Assurance Activities and actions, as appropriate, e.g., to identify key risks, identify requirements for future programs.
o    Maintain oversight of the monthly performance process/meetings undertaken by ZIP UK as agreed with Head of EEA Oversight to ensure the overall performance of the EEA business, which may require attendance at meetings.

 

 

Your Role continued

 

o  Oversight on the performance management of the EEA portfolios including analysis, managing change and remedial actions as required.

o  Work to further develop technical functional standards, controls, practices and procedures including process guides and documentation for EEA business, in line with Zurich Group requirements.
o    Prepare reports for line management, oversight committees and regulators to provide assurance and oversight that controls process KPI’s are being met.
o    Provide ZIP Ireland Head of EEA Oversight and Executive Committee with summary of performance quarterly for agreed areas of responsibility ensuring that reporting is clear and accurate.
o    Liaise with cross border team to ensure correct reporting of data to Ireland from a cross functional perspective.
o    Support FOS Governance team on completion and submission of all regulatory returns, monitoring and ensuring completion whilst reporting progress to ZIP Ireland Head of EEA Oversight 
o    Leads and co-ordinates the quarterly risk assessment review process for the ZIP Ireland governance team ensuring reporting to the Head of EEA Oversight, ZIP Ireland CRO and ZIP Ireland RCC.
o    Co-ordinates and engages with ZIP Ireland and ZIP UK compliance ensuring that all relevant requirements are shared cross functionally with ZIP Ireland Governance functional leads. 
o    Provides quarterly reporting updates on all EEA outsourced arrangements to ZIP Ireland the ZIP Ireland Operational forums, liaising with (reporting to ZIP Ireland) ZIP UK and IE Governance (Supplier and Assurance/Outsourcing/Business Resilience) teams. 
o    Supports delivery and preparation of reporting required for all ZIP Ireland governance forums with particular focus on the ZIP Ireland Quarterly Operational and Biannual forums. 
o    Support the Head of EEA Oversight and ZIP Ireland Chief Risk Officer with monthly/quarterly reporting to the management team and risk committees 
o    Participate in project work within the governance function and/or in cross-functional projects Supports the enhancement of the control environment working closely with cross border colleagues and representatives from other functions 

Business Accountabilities

 

Promoting Risk Based Culture 
In order to promote an risk based culture within the Governance team: 
o    Develop and execute a training and awareness strategy, implement Risk and Compliance training and provide management with relevant metrics 
o    Maintain the Group Policy relating to reporting of violations and concerns and provide management with relevant metrics 
o    Ensures a consistent and efficient adherence to the Group’s risk management framework. Promotes a sound risk awareness culture by linking strategy, day-to-day business execution and reward system to risk, in order to support the decision-making process for business area, business unit or function.


Compliance Solutions 
o    In conjunction with Compliance, assess new laws and trends and their applicability and implementation to Zurich’s operations in the jurisdiction in order to ensure that they are fully identified and managed 
o    Advise the first line of defence with respect to policies (i.e. their adoption, development, implementation, and maintenance), practical guidance, training, relevant controls, and processes for mitigation of risks   
o     Advise and support business management in its regulatory relationship management regarding topics from group policies thereby upholding the organization’s public image. 


Overall Assurance 
o    Conduct an annual and quarterly risk assessment to satisfy minimum internal and external regulatory requirements and validate assessment results with local management and governance committees 
o    Oversee and document the overall assurance planning process in conjunction with the functional teams defining and prioritizing forthcoming activities to sufficiently address regulatory requirements, business concerns and compliance risk exposures identified through the risk assessment and other risk assessments 
o    Share monitoring results and agree on actions with senior management and other relevant stakeholders and follow up with business on agreed improvement actions
o    Ensure oversight and provide assurance to management and appropriate governance bodies that risks for EEA business is appropriately identified and managed.
o    Review and monitor implementation and maintenance of risk and control frameworks in each function

o    Organize and deliver functional projects within the defined scope and timeframe and in accordance with agreed cost and quality targets 
o    Accountable for the completion of functional projects and the project deliverables to required level of quality

Knowledge/Skills

 


Multi line experience - Commercial and Retail  
Experience working internationally would be an advantage 
Possesses a high level of knowledge of product and industry
Highly numerate and analytical thinker
Risk Management – proficient with understanding of Risk analysis 
Excellent negotiation and communication skills
Ability to resolve conflict within a complex stakeholder group 
Ability to positively resolve customer complaints

Education and Experience

 

Required:

 

Bachelors Degree or equivalent and expert experience

Insurance qualification or other relevant post graduate qualification preferred but not essential

 

Additional Information

 

Primary work location is Blackrock. Position is Dublin-based but occasional travel may be required to other Zurich locations.
